The number of mobile subscribers grew at an astounding rate from 10 million in 2002 to over 900 million in 2011, a number of factors have been responsible for this amazing growth since liberalization, including low tariffs, low handset prices and most notably, a highly competitive market created by and large by the Government and Industry.

To facilitate increase in connectivity by the provision of telephone connections to all in the shortest possible time at an affordable cost
To provide data access by means of broadband especially in rural areas
